NEW BUSINESS: Boeing added a new outside firm to its bench of lobbyists last month, as lawmakers ramped up scrutiny of the planemaker and its safety and manufacturing practices. Boeing retained The Doerrer Group’s Paul Doerrer, a former Senate Appropriations staffer, on March 7 to lobby on issues related to commercial planes, according to a disclosure filing.

— A pair of Senate committees held dueling hearings last week that featured whistleblower and expert testimony about safety lapses at the company while also critiquing the FAA’s oversight ability with regard to Boeing.

— A disclosure filed last week revealed that in addition to parting ways with Cornerstone Government Affairs not long after the January door plug incident that plunged the planemaker into its latest crisis, Boeing split up with another longtime lobbying firm, Washington Council Ernst & Young, at the end of December.

— The U.S. arm of Chinese solar panel manufacturer JinkoSolar also picked up a new outside firm amid a heightened focus on the clean energy industry’s links to China. BGR Group’s Joe Lai, a former trade official and adviser to former President Donald Trump; Maya Seiden, a former State and Energy Department official; and Scott ​Eisner will provide the firm “strategic counsel” and lobby on issues related to domestic solar panel manufacturing, according to a disclosure filing.

— JinkoSolar set up shop in the U.S. amid a trade fight during the Trump administration, and its parent company has faced heat over alleged links to forced labor, which the company has denied. JinkoSolar U.S. has just one other outside lobbying firm on retainer, Miller & Chevalier Chartered — but the firm hasn’t reported any lobbying activity on JinkoSolar’s behalf since 2021.

DEPT. OF ODD BEDFELLOWS: “A senior aide to House Speaker Mike Johnson decamped with other Capitol Hill staff to Maryland’s Eastern Shore in early April for a weekend hosted by American Compass, a conservative think tank with surprising patrons,” NOTUS’ Maggie Severns and Claire Heddles write.

— “Oren Cass, American Compass’ executive director, gave a talk on tailoring conservative economics to the ‘economic and cultural concerns of ordinary Americans,’ a topic he’s pushed enthusiastically, and increasingly successfully, into the Washington debate in recent years. A former Trump administration aide facilitated a mock legislative negotiation for attendees titled: How hard could it really be?”

— “The agenda for the event did not mention that American Compass has received a substantial amount of its funding from two foundations best known for boosting progressive causes, Hewlett Foundation and the Omidyar Network, the philanthropic firm run by eBay founder Pierre Omidyar” — an example of cross-partisan partnerships that “are becoming more common” as “think tanks and publications that advocate for strong antitrust enforcement and the replacement of free market capitalism are booming.”

COMCAST’S HIRING SPREE: Comcast has brought on five new lobbying firms so far this year — four of which were retained since March alone — as Congress hustles to keep funding flowing for a key broadband subsidy program and the FCC prepares to vote to reinstate Obama-era net neutrality rules later this week.

— Comcast retained Ballard Partners earlier this month, as PI reported Friday. In March, the telecom giant also hired former Senate Minority Leader Tom Daschle and his firm the Daschle Group, as well as Fierce Government Relations and Guidepost Strategies. According to a disclosure filed in March, Comcast retained Smart Policy Group as well.

— The new hires push Comcast’s roster of outside firms past three dozen as internet providers brace for a lapse in funding for the Affordable Connectivity Program, which helps subsidize broadband internet for tens of millions of low-income households and is slated to run out of money next month.

— Separately, the FCC is set to vote on a net neutrality proposal that would reclassify broadband service providers as telecommunications services subject to greater regulation, the latest volley in a regulatory battle between telecom and tech companies that’s stretched nearly two decades.

— Comcast spent more than $13.5 million on federal lobbying last year, the most of any individual telecom company, according to OpenSecrets. It has yet to disclose its total spending for the first quarter of this year, which is due tonight. Comcast didn’t respond to a request for comment.

TECH LOBBY GOES TRANSATLANTIC: The Chamber of Progress, the left-leaning tech industry group launched in 2021, is planting a flag across the pond as Europe becomes an increasingly critical forum for shaping tech regulation.

Kayvan Hazemi-Jebelli is joining the group as a senior director for Europe. Jebelli will be based in Brussels and lead European and transatlantic tech policy work for the Chamber, whose “corporate partners” include Google, Uber, Meta, Snap, Intuit, Amazon and Apple. Jebelli joins from another tech industry group, the Computer & Communications Industry Association, where he served as competition and regulatory counsel.

TIKTOK GC DEPARTING:TikTok is preparing to remove a key executive responsible for convincing the US government that the company was doing enough to stave off national security concerns about its connections to China,” people familiar with the matter told Bloomberg’s Jennifer Jacobs, Kurt Wagner and Alex Barinka.

— “Erich Andersen, the US-based general counsel for TikTok and its Chinese parent company ByteDance Ltd., has led years-long talks with the American government meant to show that the app was doing enough to prevent China from accessing US users’ data or influencing what they see on their feeds.”

— “Those efforts failed to win over an interagency government panel conducting a security review of the app and lawmakers in Washington weighing legislation that would force its divestiture. On Saturday, the US House approved a bill requiring TikTok to be sold by its Chinese parent or face a ban in the US.”

— Andersen, who joined the company in 2020 from Microsoft and oversaw TikTok’s U.S. government relations until last year, “sent an email to his legal team and other senior leaders at the company on Sunday, which confirmed that he is planning to step down from his role as general counsel, according to a report in The Information.”

— “In the email, Andersen wrote that the decision was his, and that he first initiated conversations about leaving ‘months ago.’ He told colleagues that he will remain at the company until ‘we can be assured that there will be no drop off in focus and attention,’ and will then serve as a legal adviser.”

MEANWHILE, IN CALIFORNIA: “For years, governments around the world have waged a bitter fight with Google and Meta over whether the Big Tech giants should pay for the news stories and videos that show up in search results and on social media,” The Washington Post’s Gerrit De Vynck and Laura Wagner report. “Now that fight has come to their home turf — the United States.”

— “California politicians are advancing a bill that would force Google and Meta — which owns Facebook and Instagram — to pay news publishers each time they display pieces of their articles or show links to them in search results or on social media. The companies are lobbying furiously to block it, saying the law would enact a ‘link tax’ and upend the free flow of information online.”

— “Now, Google is taking its resistance a step further, by completely blocking news links for California-based news organizations from showing up in search results for some Californians. Google won’t say how many people it is blocking news for, but called the move a ‘short-term test’ in a blog post announcing it earlier this month.”

— “Over 350 news publishers signed an April 18 letter supporting the bill, including the Los Angeles Times and the San Francisco Chronicle. … After years of shrinking advertising revenue, layoffs and newspaper bankruptcies, news organizations are increasingly turning to governments to enact new rules forcing the tech platforms to share some of the money they make from the web with journalism organizations.”

Ursa Major has added Jason Kello as director of marketing and strategic communications. Kello was most recently senior director, head of global public affairs and corporate affairs at Cisco.

Jennifer Rust is now a principal at Rich Feuer Anderson. She previously was senior vice president and counsel at Porterfield, Fettig & Sears and is a House Financial Services Committee and Maxine Waters alum.

A message from NATCA:

At the end of Fiscal Year 2023, FAA netted an additional 15 Certified Professional Controllers and only 15 new trainees compared to the end of FY22.

In May 2023, Secretary Buttigieg said, “The FAA is about 3,000 air traffic controllers short of target levels.”

Last November, the FAA’s independent National Airspace System Safety Review Team concluded that under FAA’s most recent CWP submitted to Congress, “when retirements and other attrition is accounted for, the hiring plan produces a negligible improvement over today’s understaffed levels, resulting in a net increase of fewer than 200 air traffic controllers by 2032.”

The DOT IG last summer issued a report that concluded “FAA continues to face staffing challenges and lacks a plan to address them, which in turn poses a risk to the continuity of air traffic operations.”

Congress has a historic opportunity to fix these problems in FAA Reauthorization. Now is that time. Learn more.
