HARRIS ALUMNI HAVE INFILTRATED DOWNTOWN: When Joe Biden tapped Kamala Harris as his running mate in 2020, the first-term senator from California had only a handful of alumni in the lobbying world.

— Nearly four years and one term in the White House later, the influence industry in Washington is littered with a network of former staffers for Harris — who has all but clinched her path to the Democratic presidential nomination after Biden announced yesterday he’s stepping aside — from her time in the Senate, White House and as California attorney general.

— The Harris aides who have since landed downtown include Yasmin Nelson, who was one of Harris’ top aides in the Senate and who now works for Holland & Knight, lobbying for clients like Intel, Mothering Justice and Urban Mom Collective. Former Harris spokesperson Meaghan Lynch is now a federal affairs lead at Airbnb, and former chief economic adviser Deanne Millison is now a lobbyist at Ford Motor Co.

— Longtime Harris adviser Andy Vargas is now a senior vice president at Mercury Public Affairs, and the vice president’s former director of public engagement and intergovernmental affairs, Michael Collins, now lobbies for Starbucks. Former Harris Senate aide Robyn Linscott is now director of education and family policy at the advocacy group Arc of the United States. Government affairs shops for blue-chip companies such as T-Mobile, General Mills and Intuit and trade groups such as the Motion Picture Association and Interactive Advertising Bureau now include Harris alumni as well.

— Global public affairs, communications and consulting firms have snapped up former Harris staffers as well. Her former deputy chief of staff Michael Fuchs now works for the Biden-heavy consultancy WestExec Advisors, and former chief economic adviser Mike Pyle works for Macro Advisory Partners, the former private sector home of Biden national security adviser Jake Sullivan.

— Harris advisers Shari Yost Gold and Amanda Bailey now advise clients at the lobbying firm Invariant; former social media director Jeremy Thompson now works on digital campaigns at Edelman Global Advisory; Maria Restrepo is now at Tusk Strategies and former Senate aide Chris Harris is now a spokesperson at the gun control advocacy group Giffords.

— Two other former Harris staffers, Rachel Palermo and Josh Hsu, now work for the government controversies practice at the white shoe law firm Jenner & Block, and several of her former speechwriters are now at the comms firms Fenway and West Wing Writers. Former campaign staffers Samantha Maciel and Chris Keosian are now lobbyists at Townsend Public Affairs and Best Best & Krieger, respectively.

TOP ANTITRUST ATTORNEY HEADS TO FGS: Josh Tzuker is leaving the Justice Department, where he served as chief of staff and senior counsel in the Antitrust Division, to head up the antitrust and competition practice at strategic comms firm FGS Global. Tzuker has spent more than a dozen years in various government roles, including at the FTC, as well as stints in the private sector — most recently at Oracle and before that at Crowell & Moring and Akin Gump Strauss Hauer & Feld.

IF YOU MISSED IT OVER THE WEEKEND (YOU’D BE FORGIVEN): “Nippon Steel Corp. has hired former US Secretary of State Mike Pompeo to help complete a proposed purchase of United States Steel Corp., a deal facing bipartisan opposition from Donald Trump” and Biden alike, Bloomberg’s Josh Wingrove and Jennifer Jacobs report.

— “Pompeo, who served as the top American diplomat under Trump, will be an adviser to the Japanese company for its $14.1 billion purchase, according to people familiar with the matter, speaking on condition of anonymity to discuss the move. The deal’s fate is unclear as it undergoes a national security review and faces opposition by the United Steelworkers union.”

— In a statement provided by Nippon Steel, “Pompeo said the US should expand its manufacturing base by partnering with allies. … ‘I’m proud to be working on behalf of a deal that provides the best path forward to not only revitalize an iconic American company, but also to strengthen American supply chains and protect American jobs,’ he said.”

— The hire comes as Pompeo’s name has remained in the mix for a potential return to a second Trump administration, where Trump’s newly appointed running mate, Sen. JD Vance (R-Ohio), is vocally opposed to the merger.

HARRIS MAKES IT RAIN: Major Democratic donors have opened the floodgates to support Harris’ White House run over the past 24 hours, with the flagship Biden-blessed super PAC Future Forward notching $150 million in new commitments since yesterday, per our Elena Schneider.

— The fundraising gusher gives Harris “an enormous boost as the Democratic Party reorients to a new nominee. … The pledges to the super PAC follow a boon in fundraising for Harris' nascent campaign. A spokesperson for her campaign said Monday morning that she has raised nearly $50 million since Biden dropped out. And tens of millions more has been raised via ActBlue, the preeminent Democratic fundraising platform, suggesting down-ballot campaigns are seeing a boost as well.”

— “Before Biden dropped out, several major Democratic donors threatened to withhold their donations after the president’s feeble performance in the June debate. The senior aide described these donors, who had pledged $150 million, as having been stalled but now doubling down.”

— Future Forward’s haul followed an announcement from EMILY’s List that the organization plans to drop at least $20 million to boost Harris, and speaks to the general feeling of invigoration among party fundraisers right now, as the New York Times’ Teddy Schleifer and Ken Vogel reported.

— “Advisers and major givers said on Sunday that they were being inundated with enthusiasm and word of planned donations to support Ms. Harris if she became the official Democratic candidate … Multiple Biden donors and their advisers said that they were hearing from previously despondent donors who were ready to give to support a Harris-led ticket. One Silicon Valley bundler raised over $1 million in a 30-minute period, the person shared.”

JUST FOLLOWING UP: "House Ways and Means Chair Jason Smith (R-Mo.) sent a second letter Monday to the U.S. Chamber of Commerce Foundation amid its investigation into donations from a left-leaning nonprofit, the Tides Foundation," The Hill's Taylor Giorno writes.

— "Smith sent his first letter in May probing millions of dollars in donations the Foundation has received from the Tides Foundation, a donor-advised fund that allows individuals or companies to give them money then direct them as grants to other nonprofits."

— "The committee has more broadly flexed its oversight authority over the tax-exempt sector since Smith took over at the start of the 118th Congress, and is slated to hold a hearing Tuesday morning 'tracing the flow of tax-exempt dollars to antisemitism.'"

— Smith nodded at the issue in his latest letter, pointing to "reporting from the conservative-leaning magazine Tablet that found organizations involved in campus protests against the war in Gaza had previously received grants through the Tides Foundation," per Giorno, asking "why the USCCF would be willing to accept donations through that organization."

FLYING IN: Advocates with the Humane Society Legislative Fund fanned out across the Hill for more than 100 meetings with lawmakers and staff. Participants are looking to rally support for a bill that would strengthen enforcement of animal welfare laws and are voicing their opposition to language in the House farm bill that would supersede certain state laws on humane treatment of farm animals.

Jobs report

Jason Downs has joined Hogan Lovells as a partner in the D.C. office. Downs was previously chief deputy attorney general for the D.C. under former D.C. AG and current Hogan Lovells partner Karl Racine.

Damion Potter has joined Burson as global chair of public affairs. He will be based in London and will serve on Burson’s global leadership team. Potter was previously vice president and global head of policy and government engagement at Haleon.

Joe Vidulich is now senior director of federal government affairs at Capital One focusing on retail banking and emerging payments. He was previously director of government affairs at the bank.

Emily McGlone has joined JPMorgan Chase as vice president and sanctions lead. She was most recently a foreign affairs officer at the State Department and is a former sanctions investigator and compliance officer at Treasury.

Adam Eisgrau is joining Chamber of Progress as senior director of AI, creativity and copyright policy and to lead the industry group’s Generate & Create campaign. Eisgrau most recently was director of global policy and public affairs at the Association for Computing Machinery.

SBS Comms has added Megan Day as a senior account manager and Brady Lauer as an account executive. Day was previously a senior associate at Mission North and Lauer was previously an account executive at OutCast. SBS also promoted Olive Garcia to account coordinator.

James Rogers is joining the Ronald Reagan Presidential Foundation and Institute as director of digital strategy and communications. He previously was senior account manager at Pinkston.

Holly Kilness is now director of virology policy at Gilead. She previously was director of HIV policy at GSK.
